The Clearinghouse dashboard counts referrals, which can be several per youth, and its displayed totals differ from this file (the raw file posted June 2026 shows 29,063 offenses for 2025; the dashboard displayed 31,461 referrals in October 2026). A rate per 1,000 youth needs county youth population from the Census and is planned.
